The City of Philadelphia’s Department of Human Services (DHS) is preparing to implement a new child welfare approach, “Improving Outcomes for Children,” in which a single case management organization—a community umbrella agency (CUA)—will be responsible for all in-home and community-based services for families within its geographic catchment area defined by police district.
