State Medicaid programs use a mix of financing models to provide behavioral health and pharmacy services. Some states ‘carve-out’ all behavioral health services, while others manage and/or finance select services only. For behavioral health, benefits are often broken down even further: mental health outpatient services, psychiatric inpatient services, outpatient addiction treatment services, and inpatient addiction treatment services. In 2022, one in four (25%) states (plus D.C.) have at least 5 of the above behavioral health benefits carved-out of Medicaid.
