Report to the Congress: Medicare and the Health Care Delivery System

In its June 2012 semi-annual report to Congress, the Medicare Payment Advisory Commission (MedPAC) recommended that Congress authorize change the Medicare fee-for-service (FFS) benefit package to protect beneficiaries from high out-of-pocket costs (OOP) and to encourage care coordination and care management. A key focus of the benefit design recommendation focused on creating incentives for FFS beneficiaries with supplemental coverage to weigh their care decisions in ways that favor receiving care in the least intensive, appropriate settings.
