The annual report is released by the Children’s Bureau of the federal Administration on Children, Youth, and Families. The data comes from the Adoption and Foster Care Analysis and Reporting System (AFCARS) submitted by states and other jurisdictions and a count of the number of children in foster care placement on September 30 of the previous year.
