Scott Burford and Mark Stewart, Esq., presented a proposal for the next evolution of services at the county's Schaffner Youth Center. The first phase in reforming Schaffner was to adopt a regionalized service model for secure detention and cease providing those services at the facility. County staff have been evaluating performance and costs since 2011. The youth are well-cared for. Costs for operating the shelter function, however, have continued to escalate. In 2010 the per diem was $365/day/student. In 2012 it averaged a 60% increase to $617/day/student. To maintain current performance . . .
