On December 6, 2012, Donald J. Fletcher, court-appointed Independent Reviewer, reported that the Commonwealth of Virginia has demonstrated “good faith” and is making progress in meeting the requirements of the Commonwealth’s Settlement Agreement with the U.S. Department of Justice to provide community- based services to over 4,000 persons with developmental disabilities. Mr. Fletcher did note, however, that advocates may see this progress as slow. The Settlement Agreement was reached on January 26, 2012 and the report covers the period March 6, 2012 to October 6, 2012.
