Controls Over the Empire State Supportive Housing Initiative

The report was released in early August 2024 by the New York Office of the State Comptroller. The audit focused on activities from January 2017 through June 2023. The auditors reviewed the New York State Office of Temporary and Disability Assistance (OTDA) provider organization contracts and its internal controls for the Empire State Supportive Housing Initiative (ESSHI). Since ESSHI launched in 2016, OTDA has contracted for 159 projects comprising 4,290 units. Of the 159 projects, 71 relating to 1,274 units are active, and 88 projects relating to 3,016 units are in various stages of construction . . .
