On November 12, 2024, the U.S. District Court for the District of Rhode Island published this J.“E.”L. v. Charest class action complaint. The plaintiffs allege that the state’s failure to build a behavioral health system that meets the needs of children and youth violates federal laws, including the Medicaid Act’s provisions designed to provide appropriate mental health services to children, as well as the Americans with Disabilities Act and the Rehabilitation Act . . .
