MACFacts: Medicaid UPL Supplemental Payments

On November 11, 2012, the Medicaid and CHIP Payment and Access Commission (MACPAC) released a report on Medicaid payment policies as developed by state governments in accordance with Section 1902(a)(30)(A) of the Social Security Act. The report discusses: Payment categories for supplemental payments; the Upper Payment Limit (UPL) on supplemental payments; a background and summary of state usages of the UPL supplemental payments; and UPL's interaction with managed care.
