On January 28, 2025, the U.S. Office of Management and Budget published this questions/answers document regarding the temporary pause of agency grant, loan, and other financial assistance programs. This document clarifies that any program that provides direct benefits to Americans is explicitly excluded from the pause and exempted from this review process.
