North Carolina Medicaid State Plan Amendment (SPA) NC 12-013 For Consolidated Personal Care Services Program

As of January 1, 2013, North Carolina Medicaid will limit eligibility for adult home personal care services (PCS) to people needing some assistance with three or more activities of daily living (ADLs), or to people with some impairment in one ADL and full impairment in another ADL. This document is the Medicaid State Plan Amendment that makes the change. In general, the changes are intended to equalize the PCS level of care with that used to determine need for institutional care.
