Improving Outcomes For People With Mental Illnesses Involved With New York Citys Criminal Court & Correction Systems

The Justice Center of The Council of State Governments worked with the New York City Citywide Justice and Mental Health Steering Committee to develop and implement data-driven strategies to improve the citys response to people with mental illness who are involved with the adult criminal justice system. A key focus was on developing strategies to address a 26% increase since 2005 in the number of jail inmates with mental illness despite a six percent decrease in the average daily jail population during the same period. The report outlines the recommended strategies.
