Biography

Amy Raslevich, PhD, MPP, MBA brings over 30 years of experience to OPEN MINDS across the care continuum, bridging clinical, financial and operational functions, as well as providers, payers, legislators, regulatory agencies and community organizations.

Before joining OPEN MINDS, Dr. Raslevich was the President of ACR Partners, LLC. As the founder of ACR she developed a population-focused strategy for a biotechnology firm. She also authored a twenty-million-dollar EPA Community Change Grant for the Moxham neighborhood in Johnstown, PA.

Prior to founding ACR, Dr. Raslevich was consulting with SAE Behavioral Health to develop business lines and guide providers to transform operations for improved efficiency and financial stability while transitioning to prospective payment systems and increasing risk assumption.

Previously, Dr. Raslevich served as Consulting Manager at Berry Dunn/Compass Health Analytics.  There, she helped to build a fully-integrated health service and support system for an adult IDD population. She led projects for state Medicaid agencies to create quality measurement and fraud and abuse prevention and detection programs, and evaluated legislation and statutes for cost projections and clinical effectiveness.

Dr. Raslevich has also served as Executive Director at ChildWatch, a non-profit children’s advocacy organization.  Prior to this role, she served in roles at several managed care organizations, including HealthPASS, the first Medicaid MCO in Pennsylvania. She also served in various roles at UPMC’s Community Care Behavioral Health. There she was tasked with oversight management for 12 operational departments and managed the creation of the organization’s data warehouse and development of an analytic and reporting repository across all clinical, operational, financial and quality functions.

Previously, Dr. Raslevich was an Adjunct Professor of health policy and management at the University of Pittsburgh School of Public Health, where she developed and taught a course to evaluate the impact of the U.S. health system components health outcomes and services access. She taught an online graduate course in Health Informatics for Harrisburg University of Science and Technology, in which clinically trained students learned to successfully choose, implement, and utilize health technologies.

Dr. Raslevich earned her BS of Science and Economics with a concentration in Healthcare Management and Public Policy from the University of Pennsylvania Wharton School of Business. Her MBA was achieved from Duke University Fuqua School of Business along with a Master of Public Policy. Dr. Raslevich’s PhD is in Health Services Research and Policy was achieved at the University of Pittsburgh School of Public Health Department of Health Policy and Management.
