The Hawai’i Department of Human Services (DHS) is launching a five-year foster care Title IV-E waiver demonstration program by October 2014 for children and families on the islands of O’ahu and Hawai’i. For the demonstration, DHS will use federal foster care funds to provide community-based interventions to two populations of children without requiring the children to be in a foster care placement.
