Georgias Cold Case Project, is a partnership between the Georgia Court system and the Georgia Division of Family and Children Services, which started conducting permanency reviews in 2009 after receiving a low statewide score on a federal Child and Family Service Review (CFSR) indicating too many children with long stays in foster care and too many youth aging out of foster care without an adoptive family.
