S.H. v. Reed Consent Order

On January 18, 2013, federal District Judge Algenon Marbley signed a consent order finding that the Ohio Department of Youth Services (DYS) had achieved substantial compliance in many areas covered by the Stipulation Agreement from May 20, 2008 and that many of those paragraphs of the Stipulation should be terminated. The parties further agreed that the Stipulation shall be continued on a very limited basis. Areas still under direct court-ordered monitoring included mental health service delivery to youth in Ohio DYS facilities and the maximum security Progress units.
