Dual eligibles are Medicare enrollees who also receive some form of assistance from their state Medicaid program. Since CMS’ last Medicaid enrollment report for 2011, at least 34 states either implemented or planned new initiatives to better coordinate care for dual eligible beneficiaries (see 34 States Integrating Medicare & Medicaid Services For Dual Eligibles). Taken together, these initiatives will move as many as 1.7 million additional dual eligible beneficiaries into Medicaid managed care in 2014—raising the estimated share of dual eligibles in Medicaid managed care programs from 23% to 42 . . .
