Dr. Richard Frank of Harvard University has been confirmed by the Senate as the new Assistant Secretary for Planning and Evaluation at the US Department of Health and Human Services. Richard has worked for more than a quarter century on policy, financing, and quality improvement in the mental health and substance use fields.
