In February 2009, the Washington State Department of Social and Health Services Research and Data Analysis Division released  a report examining the impact of chemical dependency treatment on arrest rates, victims, and community protection among non-Medicaid low-income adults served by the Division of Alcohol and Substance Abuse. The report concluded that the benefits to public safety—reduced costs to crime victims and taxpayers—more than offset the cost of chemical dependency treatment.
