On February 22, 2013, the Centers for Medicare and Medicaid Services (CMS) published the Memorandum of Understanding (MOU) Between CMS and Illinois as part of the Medicare-Medicaid Capitated Financial Alignment Demonstration project. The MOU details the program design and operational plan, including contracting process, delivery systems and benefits, quality management, financing and payment, and evaluation.
