In February 2012, the Pennsylvania Department of Public Welfare released its final draft of regulations on psychiatric rehabilitation services that has been under development since 2010. The regulation adopts the minimum standards for the issuance of licenses for psychiatric rehabilitation service (PRS) facilities operated in the Commonwealth. It incorporates and responds to all comments received related to the regulation. The regulation is needed to assure consistency of PRS according to nationally recognized practices and to assure best possible outcomes for individuals receiving PRS. Data indicates that 6,971 individuals utilized PRS during the 2010-2011 fiscal year . . .
