On March 19, 2013, the Oklahoma Department of Human Services (OKDHS) released the most recent implementation update to its child welfare reform plan had been approved by independent monitors (called co-neutrals) jointly selected as part of a settlement in a class action lawsuit, D.G. v. Henry. OKDHS voluntarily settled the lawsuit in January 2012 before it went to court. OKDHS officials and key Oklahoma stakeholders created a performance improvement plan for the foster care system as part of the settlement.
