N.C. Medicaid Special Bulletin April 2013: Criteria For Determining If Adult Care Home Residents Count Toward IMD Threshold

On April 22, 2013, North Carolina Medicaid released criteria to be used by Adult Care Homes (ACH) in determining if the facility is operating as an Institution of Mental Disease (IMD) and ineligible for Medicaid reimbursement. The criteria were developed by the North Carolina Department of Health and Human Services (DHHS) Division of Medical Assistance (DMA) with the input and the agreement of the North Carolina Long Term Care Association. ACHs are “institutional settings” that house individuals with disabilities, including individuals with serious mental illness.
