The University of Pittsburgh Medical Center (UPMC) is fighting an effort by the City of Pittsburgh to force UPMC to pay a per-employee fee in lieu of a property tax assessment. The city filed its lawsuit in March 2013; in this document, UPMC challenges the cityÂ’s authority to impose the tax.
