New York State Department Of Health: Managed Long Term Care Policy 13.10: MLTC Policy Guidance – Communication With Recipients SeekingEnrollment And Continuity Of Care

In April 2013, the New York State Department of Health (DOH) launched investigations of reported problems concerning enrollment tactics used by Medicaid managed long-term care (MLTC) plans that are mandatory for beneficiaries needing home- and community-based services (HCBS) for 120 or more days. These problems include allegations that one large MLTC plan was recruiting members with less severe support needs who were referred by social adult day centers and that some plans discouraged enrollment by potential enrollees with intensive needs. DOH sent this letter to MLTC plans to restate its expectations about enrollments.
