The Alabama Medicaid Agency’s 1115 Waiver Concept Paper outlines a project that will implement a new care delivery model to address fragmentation in the state’s delivery system, support quality care, and increase transparency and fairness in the state’s Medicaid reimbursement system, under Alabama Senate Bill 340. The project arose out of recommendations of a multi-stakeholder Medicaid Advisory Commission that was formed in October 2012. It consists of the development of regional care organizations throughout the state, with patient care networks to be used in the interim.
