The Delaware Division of Substance Abuse and Mental Health’s Progress Report updates the citizens of Delaware on the significant progress made in reforming the mental health system and in meeting the benchmarks established in the five-year Settlement Agreement between the U.S. Department of Justice and the State of Delaware.
