New York State Comptroller’s Audit Of Association for the Advancement of the Blind and Retarded: Options for People Through Services Program

This audit was performed by the New York State ComptrollerÂ’s Office to determine whether payments made by the New York State Office for People With Developmental Disabilities (OPWDD) to the Association for the Advancement of Blind and Retarded People (AABR) for the Options for People Through Services (OPTS) program were supported and program-appropriate. The audit covered the period July 1, 2006 through June 30, 2011. The auditors estimate that the OPWDD overpaid AABR about $1.1 million during a sampled six month period as a result of using budgeted, rather than actual, expenses when developing . . .
