The California Office of the State Auditor reviewed state and county oversight of county programs funded by the Mental Health Services Act of 2004 (MHSA). The state auditor’s office reviewed MHSA programs implemented between 2006 and 2012 in four counties: Sacramento, San Bernardino, Santa Clara, and Los Angeles. The goal of the audit was to review state oversight and county implementation and performance measurement of the MHSA. Lawmakers requested the audit in 2012 after media reports questioned whether certain county programs that provided acupuncture, yoga, and gardening were an appropriate use of the MHSA funds.
