Texas Senate Bill 8 Of 2013 Related To Delivery Of Certain Medicaid Services

The legislation directs the Texas Health and Human Services Commission (HHSC) to implement a statewide Medicaid managed transportation network for non-emergency medical transportation (NEMT) services. HHSC will award multiple contracts to regional medical transportation organizations (MTOs) who will provide transportation services to eligible clients in their region under a capitated rate system and assume financial responsibility under a full- risk contract. The projected implementation date is September 1, 2014.
