Emergency Department Super Utilizer Programs: Rural Health Systems Analysis and Technical Assistance Project

In October 2013, the University of Iowa Department of Health Management and Policy released a paper produced with funding from the Federal Office of Rural Health Policy addressing the issue of emergency department (ED) "super utilizers." The paper describes super utilizer program design, implementation, operation, and assessment, as well as three currently operating super utilizer programs (case studies). The case studies include: 1) St. Luke’s Hospital, Cedar Rapids, Iowa; 2) St. Joseph Hospital and Humboldt Del Norte Independent Practice Association, Humboldt County, California; and 3) the Center for Integrative Medicine, Spectrum Health, Grand Rapids, Michigan.
