On October 4, 2013, Texas Medicaid released a draft request for proposals (RFP) seeking comments on the states plan to implement a statewide Medicaid managed transportation network for non-emergency medical transportation (NEMT) services. HHSC intends to award multiple contracts to regional medical transportation organizations (MTOs) who will provide transportation services to eligible Medicaid beneficiaries in their regions under a capitated rate system and assume financial responsibility under a full-risk contract.
