November 13, 2013 The Government Accountability Office (GAO) analyzed administrative data from fiscal years 2008 to 2011 for the Department of Veterans Affairs Vocational Rehabilitation and Employment Program, Independent Living (IL) track. The GAO reviewed a random sample of 182 veterans who entered the IL track in fiscal year 2008. The GAO sought to describe the characteristics of veterans in the IL track, the types and costs of benefits they were provided, the extent to which IL plans were completed, and the time needed to complete the plans.
