California Department Of Managed Health Care Order That Blue Shield Of California Cease & Desist Denying Speech & Occupational Therapy

November 18, 2013
The California Department of Managed Health Care (DMHC) ordered that Blue Shield of California cease and desist unlawfully denying access to medically necessary speech therapy. The order enforces the Knox-Keene Health Care Service Plan Act of 1975. This Act requires health plans to arrange for and cover basic care services whenever those services are medically necessary. The DMHCÂ’s cease and desist order pertains to any practice of failing to reimburse enrollees for past, present, and future medically necessary speech therapy services.
