KPMG Report on the Governance Options for the District of Columbia Community Services Agency
September 2008 KPMG was engaged to review direct mental heath services provided by the D.C. Department of Mental Health through the D.C. Community Services Agency. KPMG was instructed to consider five options for the governance and future operations of the CSA. The options were: Continue to operate CSA or parts of it as a core services agency  Create a new non-profit organization to assume responsibility for operating some or all of the CSA  Transition the CSA to a public benefit corporation  Expand services currently purchased through the current delivery system and dissolve the CSA  Privatize the CSA . . .
