December 2008 The researchers conducted a Web-based consumer engagement survey of 4,532 privately insured U.S. residents between the ages of 21 and 64. The survey was conducted in August 2008 by the Employee Benefit Research Institute (EBRI). The 2008 EBRI Consumer Engagement in Health Care Survey questions assessed the growth of account-based health plans and high-deductible plans, and the impact of the plans and consumer engagement on the behavior and attitudes of adults with private health coverage.
