December 2008 The report author, Eastern Panhandle Health and Human Services Collaborative (HHSC) was a group convened by the United Way of the Eastern Panhandle in West Virginia. The HHSC sought to identify areas of social service that could benefit from legislative action. HHSC members represent more than 40 social service organizations serving Berkeley, Jefferson, and Morgan counties. The recommendations are focused on promoting economic independence and helping families and individuals achieve self-sufficiency.
