January 21, 2009 Since 1965, federal Medicaid rules have excluded coverage for inpatient psychiatric care for people between the ages of 21 and 64 in free-standing or state-run psychiatric facilities with more than 16 beds. Medicaid rules refer to larger inpatient psychiatric facilities as institutions of mental disease (IMD). House Resolution (HR) 619 will amend title XIX of the Social Security Act to remove the exclusion from medical assistance under the Medicaid Program of items and services for patients in an IMD.
