February 2006 This procurement sought a non-profit organization to operate Richmond State Hospital. The Indiana Family and Social Services Administration officially cancelled the procurement in January 2008. The cancellation was due to concerns that the solicitation did not represent FSSA's current needs because the solicitation was based on reducing the burden of state bureaucracy on hospital hiring and purchasing practices. FSSA now believes it must transform the system and develop a recovery-based model for people with severe mental illnesses . . .
