June 30, 2006 Blackman et al., v. District of Columbia, is a 1997 class action lawsuit brought on behalf of children needing special education services from the District of Columbia Public Schools (DCPS). The plaintiffs alleged that DCPS failed to provide adequate special education services; in particular failing to conduct timely special education due process hearings and failing to implement the hearing determinations in a timely manner.
