March 2009 This review, conducted by MGT of America, Inc., began in September 2008 and continued through January 2009. The scope of work focused on evaluating Sacramento County Child Protective Services (CPS) to determine whether it was adequately and sufficiently providing services to families and children to allow it to meet its mission. The review targeted areas that may have been involved in cases or referrals pertaining to child fatalities and did not include analyses of some programs within CPS, such as adoptions, licensing, and permanent placement.
