California ‘Nonviolent Offender Rehabilitation Act of 2008’
April 2008 The California "Nonviolent Offender Rehabilitation Act of 2008" (NORA) bill is sponsored by California's Drug Policy Alliance and adds measures to the state's Proposition 36, to provide treatment programs for nonviolent offenders instead of jail sentences. NORA adds measures to expand adult drug diversion programs as well as youth drug treatment programs. NORA's chief goal is to alleviate prison overcrowding in California . . .
