May 29,2008 The report was written by Logan Hopper, an expert on the Americans with Disabilities Act (ADA), for the American Civil Liberties Union (ACLU) of Southern California and the Disability Rights Legal Center. Mr. Hopper sought to provide a representative basic evaluation of issues affecting the usage of facilities by persons with disabilities.
