June 2008 The report was issued in response to the Texas Direct Service Worker (DSW) Initiative. The initiative and report were developed with the support of technical assistance provided to the Texas Health and Human Services Commission by the Centers for Medicare and Medicaid Services (CMS) through the Direct Service Workforce Resource Center. The Texas Department of Aging and Disability Services (DADS) held five stakeholder meetings to gain input.
