June 2008 The NYS/NYC Mental Health and Criminal Justice Panel (Panel) was convened by NYS Deputy Secretary for Health and Human Services Dennis Whalen and NYC Deputy Mayor for Health and Human Services Linda Gibbs. Members of the Panel included top State and City officials in mental health, substance use, criminal justice, and adolescent services.
