The report is based on data compiled from information collected in the 2008 Current Population Survey, Annual Social and Economic Supplement. For 2008, 15.3% of Americans lacked health insurance, which is about the same percentage as in 2007. However, the actual number of individuals without health insurance declined slightly for the first time in seven years.
