October 28, 2008 Evidence-based practices (EBPs) are not only a key to improved client outcomes in behavioral health and social services, but are also increasingly included as requirements in performance-based contracting. The Institute of Medicine (IOM) defines EBPs as the integration of the best research evidence with clinical expertise and patient values.
