August 14, 2007 The Johns Hopkins Healthcare (JHHC) project sought to integrate physical health, mental health, and substance abuse care for Medicaid beneficiaries with a history of substance abuse and a likelihood of high cost health care utilization. While the intervention did not remove all the adverse financial and structural incentives that serve as barriers to integration, it did strive to surmount them.
