Hitting the M.A.R.C.: Establishing Foster Care Minimum Adequate Rates for Children

October 3, 2007 The researchers sought to develop a state-by-state calculation of the real expenses of caring for a foster child. The analysis considered consumer expenditure data reflecting the costs of caring for a child, and identified and accounted for costs particular to children in foster care. Then a geographic cost of living adjustment was applied to develop specific rates for each of the 50 states and the District of Columbia. The proposed minimum rates would include funds for basic physical needs and cover the costs of normal childhood activities such as after school sports and arts programs . . .
