Failure to Comply: The Disconnect Between Design & Implementation in HRA’s WeCARE Program
March 2007 Researchers at Community Voices Heard, a membership organization of low-income individuals, mostly women with experience on public assistance conducted a study of New York City's Comprehensive Assessment, Rehabilitation and Employment (WeCARE) program for low-income people with disabilities. The WeCARE services are provided by two vendors: Brooklyn and Queens are served by Arbor Education and Training, a division of ResCare, a for-profit company.
